Example Value Message Request from mintchip_parse.php returns Code 454

A question for the mintchip folks, but are they sure the example message request they have posted is correct? I keep getting code 454, Format Related when I try to use it to generate a value message, and the same thing happens when I use the mintchip_create.php library to generate a value message request.

Also, it would be helpful if the specifications for a value message request were more clearly described, instead of just pointing us at the sample PHP code.

    And note I am trying to use the hosted API, so attempting to do a POST using the value message request as the body
