Has anyone looked at adjusting m-Pesa

When I lived in Kenya the M-Pesa service (http://en.wikipedia.org/wiki/M-Pesa) was really popular. Essentially, this is a contest to repurpose that same idea. Has anyone looked at how they are offering services and engineer that for this challenge?
