"Handwaving" allowed?

I have a fun idea for an application but my phone unfortunately doesn't support the feature I require.

Since I could emulate the feature in other ways (that would allow it to work in a lab environment or testing but not in the real world), would I be allowed to submit an application with some "hand-waving" in it?
